4) The place of registration of the enterprise is in the Youth Pioneer Park (change procedures can be handled for those registered in other places), production and operation (independent operation), enterprise property rights, and self-financing.
5) For projects in special industries specified by the state, relevant approval certificates and relative reports issued by the competent authorities of the industry must be provided.
6) Operating projects comply with national industrial and technological policies, have a certain degree of maturity and innovation, have certain technical content and market competitiveness, excluding projects in industries restricted by the state.
